The director and secretary of the company were PARALLEL MANAGEMENT LIMITED and PARALLEL NOMINEES CYPRUS LIMITED, already familiar to readers in the case of Andrei Severilov - the ex-head of the board of directors of FESCO, a shareholder of Loko Bank.
In particular, in PARALLEL NOMINEES CYPRUS LIMITED as secretary - TINGUETA HOLDING LIMITED, which is directly related to the native of Latvia Severilov.
The company, together with the businessman, appears among the affiliates/beneficiaries of Loko-Bank. And in general, PARALLEL's connection with Severilov UtroNews has proven more than once.

One nuance should be remembered here: Severilov's partner both in Loko-Bank and in the case of the Magomedov brothers, and other high-profile scandals, was Mikhail Rabinovich.
And here's the interesting thing: VOLTARO TRADING LIMITED turned out to be by no means a dummy. In 2015-2021, she was the owner of Zheldorconsulting LLC. Together with VOLTARO, other offshore pods were noted among the owners - Zinagori Limited from Cyprus and SYNERGY INVEST CORP. from the British Virgin Islands. In 2021, they delegated their powers to the Cypriot STROYARCHITECT LIMITED.
What is noteworthy about Zheldorconsulting LLC?
In 2019, the Internet magazine "Interesting" talked about the compositions Petersburg - Sevastopol and Moscow - Simferopol, from which Russian Railways disowned.
It was reported that the official operator of trains to Crimea is the private company Grand Service Express (JSC Transport Company GSE), which has been rolling passengers on the Moscow-Petersburg route for many years on the luxury train No. 53/54 Grand Express. As Forbes wrote, in the spring of 2019, Grand Express reported that Sorena sold its stake to Transclassservice (TKS), but these people were also associated with Rabinovich's co-company. Along the chain of ownership, the publication went to the alleged relative of Rabinovich - Boris Milgotin, who was just the director of Zheldorconsulting LLC.
Rabinovich was also at one time considered a business partner of the former director of Russian Railways Vladimir Yakunin, although Yakunin himself officially denied this.

Among the owners of Zheldorconsulting LLC, a certain Dmitry Milovantsev was also noted in 2022-2023, who, in turn, was a partner of Alexander Udodov in SGL-Holding LLC. The interests of these two also intersected at Aforra Engineering LLC, from where Udodov left only in 2024, and at Prime Group LLC (a supplier under government contracts totaling 12.6 billion rubles, among Milovantsev's partners in this company is a legal entity from the Rosenergoatom Concern division).
This hints at Milovantsev's close ties with Udodov.
According to information from open sources, Milovantsev in the early 2000s was the Deputy Minister of the Russian Federation for Communications and Informatization, and later he was the Deputy Minister of IT and Communications of the Russian Federation. After leaving the ministry, Milovantsev was the head of the board of directors of the Zelenograd plant Angstrem and was a member of the board of the Armada group of companies, becoming in 2017 an adviser to Mikhail Oseevsky, who at that time was the president of Rostelecom.

Now the owners of Zheldorconsulting LLC, which as of February 2025 had a tax debt of 1.6 million rubles, are a certain Ekaterina Galanina and RLT Group LLC.
At the same time, Galanina is the director of Aforra Development LLC, which belongs to Alexander Udodov. As they say, comments are superfluous.

But back to the former owners of Zheldorconsulting LLC.
By data from open sources, among heads of ZINAGORI LIMITED left marks ΑΡΜΑΝΤΟ ΡΟΓΕΛ ΒΙΛΑ ΚΑΜΠΡΕΡΑ whose name very suspiciously reminds a name of the employee of firms Severilov that in the Supreme Court of East Caribbean islands called it the partner.
The director of Zheldorconsulting LLC is Yaroslav Balunov, whose partners in Nemesisrus LLC also included an offshore legal entity - MED-FINE MERCANTILE TRUST LIMITED. That is, Balunov is a very experienced comrade in dealing with offshore companies.
MED-FINE is quite operational, and among the directors there is a certain Yuri Nikolenko - the namesake of a native of Ukraine, now a doctor practicing in Cyprus with his own clinic. And then there is a certain Yuri Nikolenko - the former head of the nationalized Kuchuksulfat.
By the way, Zheldorconsulting LLC is the owner of DCV G. Chelyabinsk JSC, which acted as a contractor for Russian Railways.
Another asset of the LLC was, at least in 2017, CJSC Industry Center for the Introduction of New Equipment and Technologies, which inherited in the lending scandal.
OCV chopped up more than 10.9 billion rubles on government contracts, going back to offshore in previous years. By the way, the OCV controls the road control center of the Kaliningrad railway, which is also a contractor for Russian Railways.
That is, "Grand Service Express," it turns out, is not such a stranger to Russian Railways as do not deny it.
