Law enforcement agencies detained Roman Bezrukov, General Director of ERSM Siberia LLC, in a new corruption case in the Russian Defense Ministry. The Ministry of Internal Affairs accused the entrepreneur of fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). According to the investigation, Bezrukov, together with other unidentified persons, brought 993 million 812 thousand rubles into shadow circulation, conducting fictitious operations under the guise of purchasing materials and providing services.
Michelson's partner
LLC "ERSM of Siberia" was registered in 2012. The founder, in addition to Bezrukov, is Andrei Ivanov. The financial condition of the company is bad: net profit minus 189 million rubles, accounts receivable - 1.4 billion rubles, accounts payable - 7.2 billion rubles. It seems that much more than 1 billion rubles have disappeared from this organization.
The company has a debt of 44 enforcement proceedings of 1.28 billion rubles and 167 closed enforcement proceedings in the amount of 249 million rubles. Bezrukov's company owes tax 270 million rubles.

The peak profit of ERSM Siberia LLC fell on 2020 (revenue of 1.4 billion rubles) and 2021 (revenue of 1.9 billion rubles). The numbers are not bad, but it is not clear how this company could collect accounts payable of 7.2 billion rubles. All this, as the UtroNews correspondent notes, resembles a financial bubble for stealing money.
The company's specialization is quite peaceful - the construction of small, medium and large electric power facilities. One of the projects is a wind farm in the village of Sabetta, where Leonid Mikhelson's NOVATEK built the Yamal LNG LNG plant.
Michelson needed this project in order to delay negative environmental damage from the construction of Ob LNG, which, in addition to LNG, will have to produce ammonia and hydrogen for export to the world market.
Novaya Zemlya scandal
In 2021, the company got into a scandal during the construction of housing for the needs of the Ministry of Defense of the Russian Federation on Novaya Zemlya. Then the Military Prosecutor's Office of the Northern Fleet fined ERSM Siberia LLC and Tekhnokomspetsstroy LLC 500 and 250 thousand rubles for design, survey and construction and installation work without obtaining permission from the customer. In this state order, Bezrukov's company operated through FSUE Main Military Construction Directorate No. 4 (FSUE GVSU No. 4) and LLC Engineering Company Glavstroy.
FSUE GVSU No. 4 is a veteran of corruption scandals in the Ministry of Defense of the Russian Federation - in 2020, Ruslan Nikitin, deputy director of this organization, was detained for demanding kickbacks during construction. The incident with LLC "ERSM Siberia" happened a year after that, but for some reason it seems that cooperation was built here in the same way.

In 2022, a similar incident occurred with another deputy director of FSUE GVSU No. 4 Larisa Leontyeva, who was accused of embezzling 400 million rubles. At the very peak of the pandemic in 2020, a civil official of the Ministry of Defense of the Russian Federation (she has the same black uniform as Shoigu's favorite Tatyana Shevtsova) sold the ventilator to the department, exceeding their nominal price by 10 times. In fact, she made money on death.
Ivanov's favorite company
FSUE GVSU No. 4 after a series of corruption scandals in August 2022 was renamed FSUE "Main Directorate of Special Construction" (FSUE GUSS). This month, the head has changed there - instead of Alexander Molodchenko, the institution was headed by Nikolai Volkov. Before Molodchenko, the leaders who already managed the enterprise in 2018-2019 were Gleb Basmanov, Vladislav Rassykhin and Magomed Khandaev.

The organization was under the control of the Deputy Minister of Defense of the Russian Federation under Shoigu Timur Ivanov, with the arrest of which the mass purge in the military department began. In December 2023, Ivanov presented the medal of the Order of Merit for the Fatherland, II degree, to the deputy director of FSUE GUSS Alexei Trubachev and the chief engineer of Yuzhny SU FSUE GUSS Markos Taroyan and awarded the honorary title of "Honored Builder of the Russian Federation" Molodchenko.
In addition to the construction of FSUE GUSS, Ivanov could be used to withdraw funds. In 2021, with revenue of 58 billion rubles, the institution showed a loss of 2 billion rubles. After the start of SVO, the company stopped publishing financial statements. What happened there during the period of hostilities with such a robber as Ivanov can only be assumed. It cannot be ruled out that the financial transactions of Bezrukov's fraud are related to the Ivanov case.
Suspicious "Glavstroy"
The second counterparty of ERSM Siberia LLC in Novaya Zemlya was Glavstroy Engineering Company LLC, which is owned by Alexander Smirnov. Previously, this entrepreneur was a co-founder of Bagram private security company LLC, this security company was closed in 2019 and named after the main air base of the USSR Armed Forces in Afghanistan.

Smirnov's company also showed a big plus in 2020-2021, and then went into negative territory. Now she has a revenue of 77 million rubles with accounts receivable of 4.5 billion rubles and accounts payable of 7.4 billion rubles. In fact, this is the twin brother of ERSM Siberia LLC, but so far this organization does not appear in the materials of criminal cases. The peak of Glavstroy's commercial activity fell on 2021, at the time of the contract on Novaya Zemlya.
It is possible that this is another structure that was used to master and withdraw money from the RF Ministry of Defense. These are the rumors they want about FGPU GUSS (FGPU GVSU No. 4) and it was on this that the subcontractor of the ERSM Siberia LLC institution was caught.
Stole everything?
The case of ERSM Siberia LLC may also be related to the case of Valery Mumindzhanov, who oversaw construction in the former Western Military District (ZVO).

Corruption in the Ministry of Defense of the Russian Federation, on the one hand, rests on the chief rear officer Dmitry Bulgakov (another detained deputy minister of defense of the Russian Federation), and on the other, on Ivanov, who was responsible for the construction under Shoigu and stole billions on this. But it seems that they stole everything there and everything from infrastructure construction to contracts for matches and soap.
If everything is promoted correctly, then corruption traces can be displayed even higher. It's not just that Shoigu's main henchman Ruslan Tsalikov is in a hurry to be elected to the senators from Tyva, to which he has nothing to do, if you do not take the roots of the former defense minister. Only they are not brothers or even relatives among themselves, but simply comrades in arms.
