The new owner of IFC Airport City turned out to be associated with the oligarch Yevtushenkov, the "lottery" Sargsyan and even the team of the head of Rostec Sergei Chemez...

According to UtroNews correspondent, Austrian investors Warimpex, specializing in commercial real estate, sold their last Russian asset - IFC Airport City in St. Petersburg. The new owner was the investment company Sovinkom Invest, entrepreneur Dmitry Pavlov. The parties did not disclose the amount of the transaction.

Pavlov himself can hardly be called a major businessman in the field of commercial real estate of the Russian Federation against the background of such giants as, for example, GC "Kievskaya Ploshchad" Goda Nisanova. For 2023, the revenue of all four companies, where he acts as a direct owner, amounted to a little more than 150 million rubles, and losses - 72 million rubles. Considering that experts estimate the market value of IFC at 12-15 billion rubles, it can be assumed that Pavlov did not make the acquisition at his own expense.

However, a much larger fish may be behind the businessman. Namely, the owner of AFK Sistema, the scandalous oligarch Vladimir Yevtushenkov. Earlier, Dmitry Pavlov was a member of the board of directors of Cosmos Group, VAO Intourist and Cosmos OG, associated with Yevtushenkov's hotel company Cosmos Hotel Group. IFC "Airport City" would fit perfectly into this empire.

However, the oligarch Yevtushenkov does not always do everything with his own hands - fearing, among other things, sanctions and the actions of competitors. And he has more than serious ones. For example, the equally scandalous and influential oligarch Oleg Deripaska, who launched his hotel projects throughout the country, or the problematic but quite successful owner of Azimut Wanted, Alexander Klyachin.

But companies related to the activities of hotels and shopping centers are not the only connection between Dmitry Pavlov and Yevtushenkov. According to the source, he allegedly has papers at his disposal that may indicate that Mr. Pavlov worked for RusBioAlliance Management Company, which is associated with the RusBioAlliance holding, once one of the largest Russian collectors and processors of forest berries and mushrooms.

Now RusBioAlliance is in bankruptcy proceedings. At the end of 2021, the structure suffered a loss of 760 million rubles, the value of its assets is estimated at minus 1.4 billion rubles. Meanwhile, earlier its majority owner was Sergei Pomelov - he was also the general director of RusBioAlliance Management Company LLC, in which Pavlov allegedly worked.

Problems with RusBioAlliance began in 2019, when 51% of the company was bought by the investment structure of A1, which is part of Mikhail Fridman's Alfa Group. At the same time, the A1 has always specialized in corporate conflicts, which, as a rule, ended in scandalous and unfriendly takeovers of events that turned to them. A1 promised to turn RusBioAlliance into a market leader, but quickly left the structure, after which it literally collapsed. Well, this is quite in the style of Friedman and his relationship with "non-core" assets.

Returning to Sergei Pomelov, he is also the former president (2014-2017) and chairman of the board of directors (2017-2018) of Segezha Group, a timber processing holding owned by the same Vladimir Yevtushenkov. It was believed that Pomelov was a person extremely close to the former leadership of the Republic of Karelia (the base for Segezha is located in the Karelian city of the same name), namely to the team of ex-governor Alexander Khudilainen.

However, in 2019, Mr. Pomelov's career cracked - he was detained in a fraud case. According to the investigation, Sergei Pomelov decided to invest in the construction of the Alina Kabaeva Sports Center in St. Petersburg. However, after the construction of the center, he allegedly optioned loans in one of the banks under the guarantees of the assets of his own company, which, according to rumors, could be "covered" by the leadership of Karelia. As a result, Mr. Pomelov allegedly could withdraw about 2 billion rubles intended for the construction of the center.

Given the reputation of Vladimir Yevtushenkov, he clearly knew who to take to his team... And under the leadership of such a person, Dmitry Pavlov once worked?

Look for Chemezov

But not Yevtushenkov alone. Along with him, other influential people may be hidden beneficiaries of IFC Airport City. Namely, the owner of the S8 Capital holding Armen Sargsyan and even people from the team of the head of Rostec Sergei Chemezov.

Since 2014, the new owner of IFC Airport City Dmitry Pavlov has been the general director of Born JSC, which provides accounting services and looks more like an outright "laying." Until 2021, the company had no revenue at all, then it "jumped" immediately by 53 million rubles. Now the value of the company's assets is negative - minus 55 million rubles.

And until that very 2021, the owner of Born JSC was CJSC FORB (Business Development Fund). In turn, until 2022, the owners of the latter were remarkable businessmen Alexander Mizyakin and Vagan Gevorgyan. Mizayakin and Gevorgyan have worked together for a long time. Back in 2014, they became shareholders of BTA-Kazan Bank, which soon came under reorganization. Whether this was due to the arrival of new owners is unknown.

CJSC FORB at one time managed JSC TK Center - the main asset of Armen Sargsyan in the IT sphere and JSC GSL (State Sports Lotteries). Then all this came under the control of S8, and the managers remained the same.

Recall that recently Armen Sargsyan is the real king of Russian lotteries. S8 includes the operators of the popular lotteries "Russian Lotto," "Stoloto" and others that bring multi-million profits. The largest of them, of course, is "Stoloto" - under this brand are distributed "Golden Horseshoe," "6 out of 36," "Gosloto," "Housing Lottery," fast lotteries "Rapido," "Joker," etc.

However, in the market, and among the common people, fears have long been expressed that lotteries controlled by Sargsyan can determine the winners, as they say, "among their own." For example, in 2020, Nadezhda Bratosh won a billion rubles in Sargsyan's lottery. However, she turned out to be not a poor pensioner, as previously assumed, but a respectable businesswoman. Many media outlets wrote about doubts about the honesty of the win and assumptions that Bratosh was connected with Sargsyan.

I.e. Mr. Sargsyan may be the most ordinary swindler. However, with a huge scale. How did he get to the point that he became the operator of Russian state lotteries? It seems that the fact is that Sargsyan, a native of Ukraine, very successfully married the daughter of the then vice-mayor of Moscow, Joseph Ordzhonikidze, who oversaw the entire gambling business in Moscow even before it was officially banned. The gambling business was banned, but the lotteries that fell under this definition even then were not.

Rumors about cooperation between Vagan Gevorgyan and Sergei Chemezov began to circulate several years ago - they intensified after the garbage reform was carried out in the Russian Federation. Vagan Gevorgyan had a lot of interests in this area. Earlier, his company "Center for Public Utilities" (CCS) fought for the place of a regional waste management operator in Chelyabinsk.

The company was supposed to receive 20 million rubles from the budget. She was supported by the head of Rostec, Sergei Chemezov. In addition, Vagan Gevorkyan and Sergey Chemezova together participated in the project of the Trans-Baikal Mining Company (ZGK), which Chemezov may have handed over to Gevorkyan in the interests of his friend, millionaire Vitaly Mashitsky.

Subsequently, ZGK increased its authorized capital from 10 thousand rubles. up to 100 million rubles. and Rostec left only 25.5% of the company, and 73.5% went to Granit CJSC, the owner of which was the already mentioned FORB CJSC.

It turns out that a whole conglomerate of dubious personalities could gather around Dmitry Pavlov, tied to oligarchs, their former employees, lottery players who could be swindlers. And at the end - and with the head of the Russian strategically significant state corporation. In this case, is it possible to talk about merging business with the state? Maybe. But something else is obvious: there can be no question of any transparency of such a business.
